English translation

A lad remains a lad, even if he ends up governing a whole town.

Literal wording

The boy is a boy, even if he rules a town.

Meaning and lesson

The saying holds that a person's basic nature survives any rise in rank. Someone who was once a mere lad, or child, stays essentially that same person, even after being placed in charge of an entire community.

In practice it is used to deny that office, title, or authority transforms character. The point is unchanged character rather than age alone: status adds outward power, but the person underneath remains as before.

When it is used

Used about someone raised to power or status who still shows the habits or nature they had before. It can be a wry remark or a warning not to expect change from promotion, but aimed at someone in authority it can sound dismissive, so tone matters.
