English translation

Better a dog running free than a lion kept on a rope.

Literal wording

A loose dog, and not a tied-up lion.

Meaning and lesson

The saying ranks freedom above rank, using walā to mean 'rather than': better a lowly creature roaming freely than a mighty one in bonds. The sabʿ, usually a lion but possibly any fierce beast of prey, has strength that counts for nothing when it cannot move. A modest life with liberty beats impressive confinement.

A second, coexisting reading stresses usefulness rather than dignity. The unfettered animal can go out, look after its own needs, and even bring benefit to others, while the restrained one, however formidable, remains idle. Activity and freedom of movement thus outweigh dormant potential or reputation.

When it is used

Suitable when someone weighs a humble but independent position against a prestigious yet constrained one, or argues that a modest person free to act accomplishes more than a powerful one who is held back.
