English translation

Getting on a horse doesn't make you a rider.

Literal wording

Not all who mount the stallion are horsemen.

Meaning and lesson

The saying separates having access to something from being skilled at it. Anyone can climb onto a horse, but true horsemanship takes training, judgment, and control. Holding the position or the equipment does not prove the ability that is supposed to go with it.

More broadly, it warns against judging people by appearances or by the roles they take on. Someone who adopts the outward signs of a craft or a status may still lack the competence those signs suggest. Real mastery shows itself in performance, not in simply occupying the saddle.

When it is used

Use it when outward trappings or a single act are taken as proof of real skill, such as a newcomer claiming expertise after buying professional tools. Tone matters: aimed directly at someone, it can sound like a put-down rather than friendly advice.
