English translation

He has no part in the ṭūr, nor in the flour.

Literal wording

He has nothing in the ṭūr, and nothing in the flour.

Meaning and lesson

The saying denies a person any part in two paired things, the ṭūr (a word whose precise sense here is uncertain) and the flour, and in doing so sets him wholly outside the affair under discussion. The doubled 'neither... nor' stresses that he has no connection to any side of it.

Two readings apply. One says the person is ignorant of the subject, so asking him is pointless. The other says the affair does not concern him, so he has no business meddling in it. Both treat him as an outsider whose involvement adds nothing.

When it is used

Use it to wave off someone's involvement in a matter: either to warn others not to seek his opinion because he knows nothing about it, or to observe that the business is none of his affair and he should keep out of it.
