English translation

Her own eyes are sore and bleary, yet she poses as the one who lines everyone else's with kohl.

Literal wording

Bleary-eyed, and acting as one who applies kohl.

Meaning and lesson

The saying mocks someone who claims skill or authority in exactly the area where they themselves are plainly deficient. A woman whose own eyes are weak and watery sets herself up as the expert who tends and beautifies other people's eyes, and that contradiction is the whole joke.

Its sting falls on pretension: offering correction, advice, or a service one clearly cannot supply for oneself. The key word is read as the active form, the one who applies kohl, rather than the passive, one wearing kohl, so the target is a self-appointed practitioner and not someone who is merely made up.

When it is used

A wry jab for someone who lectures others or offers to fix a problem they visibly share. Though the wording is feminine, it can target pretension in anyone. Aim it at pretended expertise, never at a person's actual eye condition or impairment, or it becomes plainly insulting.
