Meaning and lesson

This traditional saying suggests that a person with an obvious physical hindrance may make as much progress as someone whose unsteady conduct repeatedly wastes effort. Difficulty alone does not determine how far a person gets.

It contrasts steady, even if impaired, advance with erratic movement: instability can be as limiting as lameness, while persistence may offset a visible disadvantage. The comparison uses disability imagery and can sound insensitive today; “staggerer” need not imply intoxication.

When it is used

Use it in historical, literary, or deliberately proverbial settings to praise consistent effort or warn that wavering behavior can cancel an apparent advantage. Avoid applying its disability-based comparison to real people, and do not assume that “staggering” has a particular cause.
