English translation

The quiet horse is the one whose tail gets plucked bare.

Literal wording

The calm horse, its tail is plucked.

Meaning and lesson

The saying observes that a creature too placid to kick or shy away becomes an easy target. People pluck the calm horse's tail hair by hair because it tolerates the abuse, and in the same way a patient, uncomplaining person invites others to take small, repeated liberties that steadily wear them down.

Beyond observation, it works as a warning against excessive meekness. Those who never push back may find their goodwill treated as permission, so the proverb nudges listeners to set limits, or explains why a gentle person keeps being the one imposed upon. It does not excuse those who exploit the meek.

When it is used

Use it when someone mild-mannered is being taken advantage of again and again, either to sympathize with them or to urge them to stand firmer. It can also gently rebuke those doing the exploiting, pointing out that they target the victim simply because he does not resist.
